Confirm that the source is really a GIF

Do not rename a video or WebP file to .gif. Proper conversion requires decoding and re-encoding, not changing the extension. Pic2URL compares the extension with the detected file signature and rejects mismatches rather than publishing content under an inaccurate image type.
